Britain's climate change emissions may be 12% higher than officially stated, according to a new National Audit Office report which criticises the government for using two different carbon accounting systems. Emissions rise under EU Emissions Trading Scheme

Overall emissions of CO2 from businesses in the EU Emissions Trading System (EU ETS) increased by 0.68% in 2007 when adjusted for changes in the number of installations covered, according to the information provided by Member State registries. While well below the 2.8% growth in the EU's Gross Domestic Product recorded last year, the slight increase in emissions underlines the need for the tighter emission caps that have been set for the 2008-2012 trading period.

The Netherlands Environmental Assessment Agency has produced a new report showing that global CO2 emissions have increased by 3.1% in the last year. China's emissions grew by 8% and accounted for two thirds of the overall increase. According to the European Environment Agency, EU GHGs fell slightly between 2005 and 2006. Overall emissions within the EU-27 fell by 14 million tonnes (0.3 %) and now stand 7.7 % below 1990 levels. Total emissions in the European Union were slightly more than 5.1 billion tonnes in 2006.

Building a low-carbon economy - the UK's contribution to tackling climate change

On December 1 2008, the CCC (Committee on Climate Change) published its first report setting out what interim GHG reductions are needed in order that the UK can achieve its legally binding 80% reduction in GHG emissions by 2050. The report provides two sets of 'carbon budgets' - the Intended budget being what the UK should achieve if a global deal on climate is achieved, and the Interim budget on what the UK should aim for in the period before a global deal is reached.

EU greenhouse gas emissions still off-target

European Union emissions of greenhouse gases (GHG) declined for the third consecutive year in 2007, according to the EU's GHG inventory report compiled by the European Environment Agency. The EU-27's overall domestic emissions were 9.3 % below 1990 levels, which equalled a drop of 1.2 % or 59 million tonnes of CO2 equivalent compared to 2006. The EU-15 now stands 5 % below its Kyoto Protocol base year levels. Its target is to have reduced emissions by 8% below 1990 levels between 2008-2012.

DEFRA report on embedded GHG emissions

Development of an embedded carbon emissions indicator: Producing a Time Series of Input-Output Tables and Embedded Carbon Dioxide Emissions for the UK by Using a MRIO Data Optimisation System was published by Defra in July 2008. Some of the key findings are as follows: Consumer emissions (CE) are significantly higher than producer emissions (PE) or the UNFCCC national total (in 2004, CE are 132 Mt or 21% higher than PE and over 200 Mt or 37% higher than the national total reported to the UNFCCC, including overseas territories.
